Prerequisite: Successful completion of the Level 2 – Intermediate program.
The Level 3 – Advanced Training Program is the capstone stage of the Development Compliance Officer professional pathway, designed to prepare participants for the most complex municipal compliance challenges. This program requires participants to complete a comprehensive assignment that follows a complaint from initial receipt through to obtaining a Court of King’s Bench injunction, incorporating every procedural and legal step along the way. Advanced modules integrate knowledge from previous levels while introducing specialized areas such as Alberta’s Environmental Protection Act, forbearance and encroachment agreements, advanced Spin2 and registry searches, and council policies and procedures.
Participants gain advanced expertise in environmental inspections, interpreting landscaping plans, issuing compliance certificates, applying cost recovery under MGA Section 553, and navigating council responsibilities, requests, and briefing notes. The program also addresses Safety Codes Council processes, injunctions for Safety Codes Stop Work Orders, drone applications in planning, commissioner of oaths responsibilities, comparative salary analysis, and recommended equipment specifications. Graduates who achieve a minimum score of 70% on the 50-question open-book exam and successfully complete the capstone assignment will earn the Development Compliance Officer Course Certificate, recognizing their mastery in municipal compliance and enforcement.
